Founded in 1994, Spectrum Services, Inc. provides turnkey services including site acquisition, design, construction, optimization, and maintenance. Through our dedication to our clients and belief in our company ethos of providing prompt, uncompromising service, we have grown to become a regional leader in the development of wireless communication sites & infrastructure. Our focused approach has expanded our portfolio to include multiple public works, military, commercial development, and improvement projects. Our construction division also began as a means to bolster our service offerings and has since grown beyond that initial vision. Our outstanding construction team has successfully completed thousands of projects in the Southwest. We have consistently added value to every project we have been a part of by utilizing the latest in technology and constantly striving to improve our methods.

Owner/Principal

Christopher Wener has been owner/principal of Spectrum Services for over 20 years and has been a part of the local Civil Engineering community for over 30 years. Under his ownership since 2000, Spectrum has become a regional leader in the communications development field, with offices in NV, AZ, CA, NM & TX. Spectrum provides licensed engineering and contracting services in AZ, CA, HI, NM, NV, TX and UT.

Ray Mealey has over 25 years of financial and accounting experience with an emphasis in cash management, processes and procedures.  Ray has been in the call center, health and fitness, insurance, retail and timeshare industries.  His diverse background provides a wealth of knowledge to enhance Spectrum Services’ business and position it for growth.

Margaret Cefalu has over 20 years of experience managing wireless projects in Nevada, California, Arizona, and Utah. Ms. Cefalu managed the Site Development Department for over 13 years, where she worked directly on site acquisition, A&E, zoning, and permitting services. She has recently moved into co-managing the Technical Services Department where she directs construction related services for 4 growing markets. Before joining Spectrum, Margaret worked on communication systems in the US Army and also designed electrical systems for the gaming industry.

Patrick O’Laughlin has over 20 years of commercial construction experience in Nevada, California, Arizona, New Mexico, Texas & Utah and holds general and electrical contractor’s licenses in each of those states. Pat has substantial knowledge of wireless AC/DC power design and installation as well as wireless macro and small cell design construction and installation. Pat also has operational knowledge of mini, macro, small cell, DAS, and in-building RF systems. Pat has vast knowledge of both inside and outside plant fiber.

Todd Fisher manages Spectrum’s Development Services in Southern California. Todd has 15 years of experience in Real Estate, 11 years in Wireless Communications Development, and is a Licensed California Real Estate Broker. Todd has a wide range of experience in managing Development Services, including property sales, leasing, easements, finance, A&E, construction and many different levels of land use entitlements. Todd developed his expertise in the Inland Empire of California.

Rob Alsua has over 20 years of experience managing all aspects of RF engineering including network design, deployment, optimization, and performance while working for AT&T. Rob has led market launches for different technologies from GSM, UMTS, to LTE for the Las Vegas market. Rob is currently managing A&E for Spectrum Services, Inc.

Tracy Cline has over 19 years of experience in leasing and zoning for wireless communications facilities; 17 of those years were located in Southern Nevada. He has an undergraduate degree in economics as well as a law degree. Mr. Cline has personally leased and zoned hundreds of sites in the Southwest, including the Las Vegas Strip. He is widely recognized for his expertise in the zoning of wireless sites.

Patrick Adair has over 20 years of experience in wireless for the Midwest and the Southwest, working on the carrier side at Bell Atlantic Mobile, Alltel, and Verizon Wireless. Pat’s experience encompasses Field Operations, System Performance, Wireless Site Acquisition, and Construction Management. Projects he has worked include new market launches, new macro site builds, existing site modifications, technology upgrades from Analog and CDMA to LTE, and C-RAN for 5G preparation.
